The startup configuration for the Cisco 4000s, 7000s and 7010s was chosen so that the routers would not send any packets when first powered on. This required disabling keepalive on every interface, disabling MOP on every interface, disabling Cisco discovery protocol (CDP), and configuring the router not to use DHCP to determine an IP address.
